Hu Jintao starts the XVIII Congress of the Communist Party of China; view from Poland

In a speech opening the XVIII Congress of the Communist Party of China (CPC) President Hu Jintao described the main directions of modernisation of the country, to which he included the development of economic, political, social, cultural and environmental.

Hu pointed out that they still must follow the path initiated by Deng Xiaoping.

Over the past 30 years of continuous exploration of reform and opening up to the world we carried a great banner of socialism with Chinese characteristics, discarding the old, rigid policy of closed doors, but not agreeing to any attempt to move away from socialism and landing the wrong way.

Hu self-rated his 10-year job well. However, he drew attention to the ongoing problems of China such as environmental pollution, corruption and the growing gap between rich and poor.

In determining the goals for the coming years, the president said that by 2020 China will become a “moderately prosperous society in all its aspects”. It is hoped to show primarily twofold increase in GDP and earnings of nationals of both the city and the countryside. As emphasised by state media, Chinese leaders have never publicly determined the economic goals.

To achieve this – said Hu – China needs to deepen economic reforms and implement “a new model of development.” It assumes a stronger stimulation of domestic demand, which will lead to “unleash the potential of individual consumption,” freeing the country from reliance on exports and foreign investment – the current drivers of economic growth.

Construction of a “moderately prosperous society” also requires expanding the scope of “people’s democracy,” to raise the standard of living and education of citizens and the rule of law, government and human rights protection. Such a society should be characterised by respect for the environment. It should also significantly reduce energy consumption and carbon dioxide emissions per unit of GDP – said the president.

Writing in the Chinese media, care for the environment appeared in the general development plan of the CCP for the first time in history. Although during his reign Hu repeatedly stressed the need for sustainable development, in a speech in the Great Hall of the People he raised the importance of this, placing it among the top planes of the country’s development in the coming years.
